Two-way radios will work without using cellular towers. For example I use two-way radios when hiking, as there isn't cell phone access. You also wouldn't use cellular minutes.

It depends on the model. In our case we actually used them on our cruise vacation. There are no cell towers at sea (naturally) so we'd use this if we split up the group.

It depends on the where I went Hiking, but generally speaking, if they are at the spot I left my car, they can most likely pick me up. There is also a GPS on it and an emergency signal. Thankfully, it's never been tested in an emergency.
